At a time when millions of older Americans are counting on their earned benefits for a secure retirement, I urge you to reject any proposal to means test Social Security or cap Social Security benefits, ideas that would change the earned benefit nature of the program and turn it into something more like a welfare program.

Means testing or capping benefits would reduce or eliminate Social Security benefits for many who have contributed throughout their working lives, while also undermining the universal nature of Social Security and putting it at greater risk of future cuts.

Instead, I urge you to cosponsor the “Safeguarding American Families and Expanding Social Security Act” (S. 3462) which would strengthen Social Security by requiring the wealthy to pay their fair share into Social Security. This bill would also boost benefits by about $150 a month for seniors and adopt a fairer and more accurate COLA formula.
